Angle has been in the scene since that long! He has changed according to the persona given to him, whether heel or face.

You will be surprised to know, that the "You s***" chants were started by Edge, against Angle in his rivalry with ANgle.

THis shows ANgle was one of the most important heels of the Attitude Era.

Coming tot he present, he is a face now. He still continues to be the natural and charismatic wrestler that he always was. Currently guys respect that douche John Cena, and say that he does so much for the Troops. Even Angle has been doing that for a long long time now, even he wears an army dog tag. But sadly, all that doesn't matter when we characterise a wrestler as "the best". Kurt Angle has beaten Cena many-a-time in the past, and he can beat him in the present, any day, any time.

All in all, he was a legend, he is a legend, and will always continue to be one.

And yeah, now to choose which is the best, I will definitely go with Kurt Angle.
