I don't know about the money thing
The transfer are like EPL only after all IPL is a copycat of EPL.
The transfer are done after the season is over.
About retainment:
The players were signed for 3yrs when IPL started 1st.
After that all players would have undergone auction.
But every team was allowed to pick maximum 4 players from their previous squad.They weren't there in the auction.
Last year the contract was signed for 2 yrs means next yr all the players will go for auction including sachin dhoni
But all teams will again have to retain max 4 players from this current squad.
If they change the rule before IPL6 then can't say

Ya BCCI was doing biasing towards other teams.
When Pune demanded the same, they were denied.
hence they set aside themselves from here.

Siddle got rejected last year also and this year .
I hope he doesnt apply next year
Cummins won't play IPL for atleast 3 yrs.
Clarke Ponting boycotted from IPL .
Phillip Hughes same refrained from IPL.
Hilfenhaus too not there.
Lyon Doherty also not there.
Quite Sure Watson will also leave it soon as his bidy is not prepared for that.
When warner becomes captain of australia, he will too leave it

The reason india isn't selecting some australian Players is coz only 4 Overseas players allowed
This is Indian Premier League Not australian Premier league :O to pick each and every australian
